(1) "That this Council expresses disappointment that the OMELCO consensus has not been adopted in the formulation of the future political model but urges the community, in the interest of Hong Kong, to be united in its efforts to achieve a successful democratic system." (Moved by Mr. Allen Lee) and (2) "That this Council deplores the extremely undemocratic political model proposed for the Basic Law at the recent meeting of the Basic Law Drafting Committee and urges the Chinese Government to recognize the importance of preserving the confidence of the people of Hong Kong in their future after 1997 by accepting a more democratic political model for the Basic Law based upon the OMELCO consensus which recommends a fully elected legislature by the year 2003, reflecting the expressed wishes of the people of Hong Kong and urges the Administration in Hong Kong to introduce legislation providing for no less than 50% of the total Legislative Council seats to be directly elected by 1995." In light of the promulgation of the HKSAR Basic Law by the National People's Congress, this Council urges the Chinese and British Governments to take into account the interests of the people of Hong Kong; to help Hong Kong, through mutual and sincere co-operation, to surmount its problems both before and after 1997; and to amend, at a suitable time, the relevant clauses of the Basic Law according to the recommendations in the OMELCO "Comments on the Basic Law (Draft)" so as to further maintain Hong Kong's propersity and stability
